Navarra is the second Spanish community in R&D&I expenditure, according to data offered by the National Statistics Institute (INE). Thus, in 2006, Navarra spent 1.92% with respect to the GNP, almost at the same level as Madrid, at the top of the ladder with 1.98%, and considerably higher than the national mean, at 1.2%.

Between 2008 and 2011, and within the III Technological Plan of Navarra, the Government of Navarra has planned to invest a total of € 229 million (62% more than in the II Plan), in line with EU objectives: to reach the equivalent of 3% the GNP in R&D expenditure, assigning two thirds to the private sector.

Navarra is now in 76th place out of the 208 innovative regions of the European Union (European Innovation Scoreboard 2006), but the objective is to be among the 60 most innovative European regions in 2011.

Relevant R&D Indicators in 2006

Navarra tripled its R&D&I expenditure between 2000 and 2006, as in 2000 investment amounted to 94.5 million euros and increased to 316.9 million euros in 2006. These figures show that by the end of 2006 the Autonomous Community surpassed the objectives of the II Technological Plan for 2007, which means that Navarra is a year ahead of the investment foreseen and that the III Technological Plan, which will be developed between 2008 and 2011, will start with a year’s advantage.
